🇳🇵 Updated Permit Policy for Upper Mustang
The Government of Nepal has officially revised the permit fee structure for foreign visitors entering Upper Mustang, situated near the Nepal–China Korala border.
This update was confirmed by Government Spokesperson and Minister for Communications & Information Technology, Mr. Jagadish Kharel, following an amendment to Schedule 12 of the Immigration Regulations, 2051.
💲 Key Changes to the Permit System
Previous Rule:
Mandatory 10-day restricted-area permit costing USD 500 (lump sum)
New Rule:
A flexible USD 50 per day, calculated based on the actual number of days spent within Upper Mustang
This change significantly reduces the financial burden for trekkers and offers greater freedom in planning custom itineraries.
📌 Why This Matters
Upper Mustang—part of the Annapurna Conservation Area and long designated as a restricted region—has historically seen limited visitor numbers due to the high permit cost.
Local leadership, including the chairs of Loghekar Damodarkunda and Lomanthang Rural Municipalities, have welcomed the new policy as a step toward more inclusive and sustainable tourism. They continue to advocate for further easing of restrictions.
📊 Expected Tourism Impact
Mustang receives approximately 150,000 foreign visitors annually, yet only 3–4% proceed into Upper Mustang.
With the revised fee structure, a substantial increase in traveler interest and regional tourism activity is anticipated.
